Instead Woodrwo was considered more lenient and his main goal was to create world peace. He wanted to establish good relationships amongst countries so that they could discussed issues before resulting in war. This idea of "world peace" would be accomplished through collective security. Furthmore, Woodrow aimed to set Germany back on a democratic pathway.
